"Empires in Harm" is a strategic and diplomatic Napoleonic wargame for between seven to ten players (depending on the Campaign selected) that covers warfare in Europe during the 18th and early 19th centuries, expanding the legendary Australian Design Group/Avalon Hill board-wargame "Empires in Arms".
The military counters in the game generally represent Corps and Squadrons, with each army factor being equivalent to roughly 1000 to 3000 men and each “ship” equivalent to one ship of the line or a number of frigates & sloops.
