Villain? Hero? Kairyu the Sea Dragon is many things. An ecoterrorist. A vigilante. A Japanese Veteran of Word War 2. But most of all, he's the son of Ryujin, the Dragon King, and takes his responsibilites as the Dragon of the Eastern Sea very seriously. A PL 14 Antagonist, rival, and ally for Mutants and Masterminds.
