One player is selected as the "tote operator", basically the bookie.
After the players place their bets, a set of cards is used to determine the first and second place winners. The cards are viewed through another card with a window, which reveals the race results.
The money is distributed based on the bets placed.
The player with the most money at the end of the game wins.
