The Karter Peanut Shell Game invites players to 'JOIN THE TAXPAYER'S REVOLT!' with the promise of "over a million laughs." The object of the game is to "waste, squander, throw away and spend all the taxpayer's money."

References to 'Silly's Beer' and 'Panama's Golden Toll Lake' may be found on the playing board and the play money. These serve as reminders of 'Billy Beer' and the return of the Panama Canal to Panama, and insure that the players are well aware of which President is being lampooned.
