Expanded to 112 pages, We Only Kill Each Other 2nd edition has improved text and some clarified rules, but the real change is the addition of two entirely new sections.

"Hood's Life" provides rules that allow players' Characters with activities not directly involved with the crimes they commit, but rather ways to fill their time away from the "job." Gangster, Hoodlum, or even Cop, his or her "Reputation" can be vital to success, and must be built and protected to increase authority and bring greater rewards. Police can even win Medals! "Friends and Foes" will inevitably be made, people to keep close, and others to keep closer as they can aid your climb in the Underworld or Law Enforcement--or bring you down. And what do you do with your crime generating money? "Living Within Your Means" provides the incentive to keep making more money--especially when it's running short. But that same money permits a crook the opportunity for "Living Large"--enjoying that flow of cash and helping build the kind of Reputation that serves him best. Not exactly a pastime, but giving "The Look" is an Underworld tradition that can cow enemies without direct use of violence. Other rules include how to conduct "Extortion" through the threat and use of violence, the effects and results of facing "Prosecutions," including conviction, prison time or even The Chair, and "Wound Recovery" so that injuries suffered in a previous game can determine how long to heal--or how quickly they prove fatal. Finally, there are extensive rules for the effects of Newspapers on careers, as well as how a Reporter/Photographer can participate in raids and gun battles between Law Enforcement and Gangsters. All of these rules allow players to determine the fate of their Characters through their life in crime.

The other new section is "Dillinger Days--Life On The Run," rules for organizing one's own career as a bank robber, and even building a gang of his own. From starting with their "Wheels," to choosing a Hideout, planning and executing a bank heist, and making a getaway only to plan the next one, everything is there. New Game Maps provide the "Tri-State" area in which to conduct your own Crime Spree, with "Risks of The Road" and the chance of The Law in "Hot Pursuit," using a new Game Card Deck (sent free for the asking), while racing through city streets. Figuring and dividing "The Take," "Hiding Out" while "The Heat" is on, and always the danger that you or one of your gang will be "Fingered," bringing Law Enforcement down on you.

In short, WOKEO is the most complete set of miniatures wargame rules on the subject of Crime and Law Enforcement of the era ever.
