Cooperative game for four players, who take the role of negotiators sent to a summit meeting each with a hidden agenda. Each player is given one or more hidden goals at the start of the game. At the end of the game all players must have fulfilled all of their goals to achieve a shared victory, or they all lose. Players are not allowed to discuss their own goals, but are encouraged to discuss the other players goals openly.

Each turn consists of the current player making a suggestion for a trade between themselves and whoever agrees to the trade. Trades consists of changes in a resource value in one of four resources for each of the two players participating in the deal. The proposal cards held by the current player limits what trade deals are possible and the acceptance cards held by the opponents limits who can actually accept the deal.

Game ends when the deck of suggestion card run out for the second time or when the players have turned down ten suggested deals.
