From the introduction:

"Undersea Warriors is a game of tactical combat between U-boat, or Submarine, and Destroyer, or anti-Submarine vessel. These are essentially non-nuclear "type" vessels, reflecting hypothetical combat which could be all the way from the middle of World War II, to the 1960's."

The game appears to have come in a large ziplock bag with the following components:
- Rule Book (139 pages with additional charts in back).
- Map (A large hex map with a coordinate system running down two edges)
- 12 Submarine/Counter sheets (Each heavy paper sheet is identical and has two basic elements: 1. An area to cut out counters for ships, torpedoes, etc.; and 2. Player sheets to track damage, etc., on two different, and somewhat odd looking, submarines.
