An offbeat (to say the least) tactical wargame of conflict between the forces of Heaven and Hell. Hellspawn are fighting to occupy the heavenly throne while the forces of Heaven will prevail if they can seal off the pit leading to Hell - this is done with a "plug" that is represented by one of the game's counters.
While War on Heaven was designed to be played on a hex grid using counters, the game can also be played directly on the tabletop. Each Heaven and Hell unit is rated for movement, attack, and defense.
Optional rules allow the forces of Tri Tac's Bureau 13, who are heavily armed with firearms and an anti-tank rocket, to make a cameo appearance in the battle.
