This is a doujin (fan-made) game that was made for the Japanese game shows, such as Tokyo Game Market. To get it, you needed to order it in advance and then pick it up at the show. It was not made for the general public.
The game is set in the Legend of the Galactic Heroes world; more specifically, First Ragnarök. Ragnarök was the Empire's invasion of the Free Planet Alliance's territory and the conquest of it.
The game uses Decision Game's "Red Dragon Rising system," which has been adapted and rethemed for Legend of the Galactic Heroes. The game includes a map, rules, event charts, and counters that you need to mount and cut out.
