63 is a two or three-player map-based strategy game themed around the competing ideologies in Welsh politics after 1963. Players represent the Welsh national movement, the left or socialist movement, or British unionism. The Liberal Party is represented as a 'non-human player' who any player can choose to play as, instead of as themselves, during their turn.

The aim of the game is to place all pieces held in a player's hand onto the board, with the pieces representing bases on key locations in Wales.

Play is turn-based, with fixed and visible movement abilities and options (which include base-building, grid movement and rail movement), and no chance mechanisms at all. There is no player elimination. As well as outright victory, two types of draws can end the game - one with all the human players losing.
