The goal of the game is to be the first to build the personal BLDR structure (Bridge, Airport, Museum, or Skyscraper).
The game is played with a deck of cards that is essentially a typical deck of playing cards with four Wild Cards added, and a deck of action cards. The action cards include MONEY, which is used to purchase each section of the structure; ROBBER, which steals two action cards from another player; WRECKING BALL, which removes one completed section of another player's structure; and POLICEMAN, which is used to block robbers and wrecking balls.
Players take turns drawing cards and then discarding sets of two or more, or runs of three or more to gain action cards. The larger the set, the more action cards received. The strategy comes in deciding whether to discard smaller sets to get action cards more immediately, or to hold onto cards to get larger amounts of action cards.
On their turn a player draws a card and then may exchange as many sets or play as many action cards as they choose to. Once the active player passes, the next player takes their turn. This continues until one player completes their BLDR structure.
