The Increased Workforce module was originally planned to be included in an official expansion to Teotihuacan: City of Gods. Though designed and fully developed, and occasionally teased in various threads on BGG, the decision was eventually made not to include this module as part of any printed expansion, but instead to release it for free as a print-and-play expansion for the game.
