This is an adventure for a party of 3-4 level characters.
In the rundown area of Seattle’s infamous Bulltown district stands the gang-ridden Bulltown Blue Tower, a 20-story apartment complex home to the notorious Bulltown Blues Gang. They took control of the building last year and have been selling drugs, guns, and black-market items from there ever since. This area is very rundown and rarely patrolled by the police.
The Bulltown Blues Gang comprises residents of the tower and surrounding area. Although they have a few partners and interests throughout the city, they primarily work in and dominate the Bulltown area. The gang comprises diverse members, much like the tower itself, with most being human and goblins, along with a handful of fey and other supernatural creatures. Boss Garshharm, a master fence, runs the gang for the Frugal Fence Guild. He is protected by Shank, a lightning-quick sickman who terrifies the residents of the tower who do not pay tribute to the guild or himself.
Unless you live in the tower, not many people come to the area unless they are up to something illegal. There are rumors of a goblin black market in the tower's basement level, where a wide range of unique and often stolen goods can be bought or sold.
Your party has been contacted by an anonymous, rich businessperson from the Seattle area about the disappearance and possible kidnapping of two of their teenage children in the Bulltown neighborhood. Their investigators have traced the teens’ last known location to the Bulltown Blue Tower. It appears that they have gotten into the drug scene and fallen into heavy debt to the Bulltown Blues Gang that runs the neighborhood.
