Set on an island featuring a towering extinct volcanic mountain, this district is split between a lush jungle-covered windward side and an arid leeward side due to the rain shadow effect. The island houses a critical and self-sufficient military base that includes a submarine port, shipyard, and nuclear power plant, along with essential support facilities such as a lighthouse and an ammunition depot. These locations add new dimensions to gameplay, requiring players to manage both military and civilian infrastructure strategically.

The expansion includes a variety of new components to enhance the gameplay experience. Players receive two new Red Team hackers: the Saboteur, specializing in physical and digital sabotage, and the Cryptographer, an expert in breaking and creating complex encryption codes.
