The dawn of civilization is upon us. You are tasked with leading a group of potential citizens out of the wild and into a nation. How will your nation function? Where will your citizens live and work? How will you play with others? Choose a government type to align yourself with to collect development points. You may decide to change paths along the way.

Build your territory into the most developed nation and you just might have what it takes to win.

The base set includes enough cards for 4 people to choose a primary government type and build a 40 card deck as well as enough winks to build a population of 40 people.

Players take turns claiming territory by playing cards, and use the resources from those lands to build improvements. The Objective is to develop your territory into a sustainable society. The game ends by meeting conditions that fit the mold of a particular form of government. The player with the most development points wins.
