The designer's laconic introduction: "This is a set of wargames rules for pre-dreadnought naval battles between 1890 and 1913 (no dreadnoughts fought before 1914!), prompted by the re-discovery of some 30-year-old 1/1500 models, but equally suitable for contemporary 1/6000 models."
